“The government should take action” announces a solution without describing one. A useful proposal explains the action and why it would address the particular problem you have identified.
The problem–solution chapter in Navigating the IELTS Task 2 Essay: A Comprehensive Guide recommends clear responsibility and a direct connection between a problem and its proposed response. This original planning exercise develops that connection.
Read the exact question first
A prompt asking for causes is not identical to one asking for consequences. Identify what you must explain before using a familiar essay plan. A memorised problem paragraph may not answer a question about why the situation occurs.
Fictional planning scenario
Problem: Evening learners frequently arrive after a class begins.
Identified cause: The only connecting bus arrives ten minutes after the start.
Proposal: The provider could move the start time to match the bus connection.
Mechanism: Learners using that service would be able to reach the room before teaching begins.
Keep the solution within the example
Offering free textbooks may help learners in another way, but it does not resolve this timing problem. A solution should respond to the cause you actually described rather than a different issue from your prepared notes.
Add the missing explanation
Draft: “The provider should change the timetable.”
Revision: “The provider could start the class after the connecting bus arrives, allowing learners who rely on it to attend the opening activities.”
The revision shows how the action affects the problem.
Acknowledge a relevant limitation
The later finish might create a new difficulty for some learners. Mentioning that trade-off can clarify why a consultation or trial would be useful. It does not require abandoning the proposal.
Review your plan with three questions: who acts, what changes, and why should that help? If the final answer is missing, develop the reasoning before adding another solution.
