Two essays on the same question may use different vocabulary while making almost the same argument. Reading both becomes more useful when you compare what each paragraph does.

Reduce each paragraph to its purpose
Write a short note beside each paragraph: introduce the disagreement, explain a resource concern, develop a cultural benefit or justify limited support. Use your own plain language. You are identifying the function rather than collecting impressive sentences.
Original comparison method
Model A note: A limited budget creates competing priorities.
Model B note: Deciding which projects deserve support may be difficult.
Both can support a cautious funding position, but they explain different concerns.
Ask what the example proves
An example should illustrate the reason beside it. If a paragraph claims that access is unequal, a relevant example would show an access barrier. An unrelated account of a successful performance would not establish that point.
Choose the relevant example
Reason: A fictional town's daytime events are difficult for full-time workers to attend.
Useful illustration: An event ends before local workplaces close.
Less useful detail: The hall has recently been painted.
The first detail explains the access problem. The second does not develop that reason.
Close the model before drafting
Choose a new topic and make a fresh plan. Transfer the habit of explaining reasons, not the original essay's claims or wording. This reveals whether you have understood the writing decision.
After drafting, compare paragraph purposes again. If your answer resembles a model sentence by sentence, replace borrowed structure where it does not serve your particular question. The goal is a response that addresses the prompt in front of you.
