Description
Public-service questions become clearer when an essay identifies the people involved, the action proposed and the consequences that follow. Book 5 develops this kind of reasoning through a wide range of civic and institutional topics.
Its ten groups cover libraries and shared collections; civic participation; public administration; justice; community safety; local funding; public facilities; emergency organisation; volunteering; and citizenship. The essays examine practical choices about access, fairness, continuity and accountability. The focus includes the details that make a proposal workable: clear responsibilities, realistic limits and a connection between the problem and the remedy.
Twelve teaching lessons support both writing tasks. They address reporting units, fair comparisons, hypothetical examples, two-part questions, precise references and appropriate certainty. Task 2 guidance shows how to distinguish a public aim from the method proposed to achieve it and explain the missing steps between a claim and its result. Task 1 guidance keeps reporting grounded in the information actually supplied.
